VA State Code – Title 54.1 (Professions & Occupations), Chapter 41 (Precious Metals Dealers), § 54.1-4100 et seq.

Frederick County Code – Chapter 155 (Taxation), Article XVI (Business License Provisions), § 155-111 (Precious metals dealers)
- A permit is required. No permit can be issued to a precious metals dealer (as defined in the VA Code -- includes employer, principals, employees, agents etc.) who has been convicted of a felony or crime of moral turpitude within seven years prior to the date of application. Likewise, an issued permit will subsequently be revoked for conviction of same.
- Applicant must pay an annual permit fee of $200. A permit is valid for one year from the date issued, is non-transferable, and must be renewed in the same manner as originally obtained.
- A business license is required, is issued on an annual calendar basis (January – December), and must be renewed annually by March 1.
- Precious metals dealers are licensed based on their gross receipts and pay the same license tax or fee as retailers as set forth in this chapter.
- No business license will be issued to any itinerant precious metals dealers.
- Business must be conducted only from the fixed and permanent location specified in the Application.
