The Comprehensive Plans and Programs Committee (CPPC) is a committee of the Planning Commission whose primary responsibilities involve the annual review and update of the Frederick County Comprehensive Policy Plan and the Frederick County Capital Improvements Plan. CPPC is tasked with formulating land use policies which shape the location and timing of development throughout the County.
CPPC conducts detailed studies of the Urban Development Area (UDA), the Sewer and Water Service Area (SWSA), and Rural Community Centers to develop guidelines for future land use within these areas, considers requests for the expansion of the UDA and SWSA boundaries, as well as requests for the extension of water and sewer service outside of these boundaries, and recommends capital facilities projects such as new schools, public safety facilities, and improvements to the park system in the County. Citizens have a major role in CPPC's three standing committees--Comprehensive Plan, Community Area Plans, and Community Facilities.
