The County's Transfer of Development Rights program is unique in that it offers an opportunity to two differing property interests: (1) farmland preservation, and (2) increased development opportunities and densities within targeted growth areas such as the County's Urban Development Area (UDA).
TDRs offer farmland owners an opportunity to sell the valuable development rights associated with their farmland holdings, while maintaining ownership of the farmland. Therefore, the farm owner can continue to work the land and rural property is prevented from future subdivision.

And the TDRs enable a developer to acquire additional development rights without incurring the time and expense of the rezoning process, and its associated impact mitigation efforts.
The TDR program consists of three parts that will regulate the program, including sending site requirements, receiving site requirements and the transfer/development process.
